At P&CG, safety isn’t a department you call when there’s a problem. It’s built into every crew, every job, and every phase of the project. Our Safety Division handles everything from new hire training and operator qualification to pre-job planning, site inspections, and incident investigations, all backed by a team of experienced professionals who’ve worked in the field.
We bring practical knowledge, professional oversight, and a company-wide commitment to keeping people safe, on day one and every day after.

Every member of the P&CG Safety Division has time in the field, and it shows. Our approach is practical, grounded, and built around what actually works for the crews we support.

Natural Gas Safety
We support heavily regulated work environments, including high-stakes natural gas projects.
Every crew is operator-qualified for a wide range of tasks, and our safety oversight ensures regulatory alignment and risk mitigation at every stage.
In addition to working with our regional Natural Gas Safety Partners we are proud members of INGAA & NGA.
Electrical Safety
From utility poles to substations, we provide deep safety training and ongoing oversight in high-voltage environments.
Training programs include:

Traffic Control & Flagger Safety
We deliver in-house training for flagger & traffic control certification, work zone safety, and other roadway safety protocols.
Our team is actively pursuing ATSSA Authorized Training Center Accreditation to strengthen these programs even further, providing our workforce with information compiled from the national leader in traffic safety.
Safety Training, Procedures, and Events
We build safety into every level of the company, from new hire orientation to site-specific job briefings. Every season starts with our company-wide Safety Kickoff Day, and every division gets focused, hands-on training in our dedicated facility.
Our 2-day New Hire Orientation gives every employee a solid foundation in field safety expectations before they step on site.

Philip M. Moran, CUSP, CTSP
Safety & Risk Management Professional
Safety and Risk Management Professional having overseen Utility Construction and Maintenance Safety Operations at the Contractor level for most of his 20 years in the utility and construction sectors. With experience at the field level, Phil takes a “people approach” to how he leads the safety management system within our organization, focusing on behaviors and interactions at work locations with all levels of company personnel.
Stephen L. Smythe
Safety Consultant/Coordinator
Steve began his utility career with RG&E where he worked for 32 years, starting in electric field operations as a Lineman. Upon completing his graduate studies at SUNY Brockport, he embarked upon a career that included positions in Employee Relations (HR), District-Office Supervisor, General Foreman, District Manager, completing his tenure with the utility as Manager, Customer Contact Center in Rochester, NY. Steve has been employed at Power and Construction Group since 2007 where he began as a Project Manager in the electric field operations division. He spent a couple of years as an FCC, subcontracting to RG&E providing construction and safety oversight on several overhead electric transmission and distribution system improvement projects. Steve currently serves as a Safety Consultant/Coordinator working with the electric divisions that make up Energy Services at P&CG.
Ty Duncan
Safety Coordinator
Ty Duncan began his career as Military Police Officer in the U.S. Army. Following his time in service, Ty was hired by P&CG in 2018 to work for the Streetlighting Division. During that time, he was a truck foreman on numerous streetlighting, low voltage, overhead, and underground line projects. In addition to his dedication to the Streetlighting team, he assisted with many projects for the Traffic Signalization and High Voltage Crews. In 2023, Ty also spent time with O’Connell Electric through IBEW 1249 before returning to P&CG. He would later transition into his role with the safety team in August of 2025. Ty’s current role and focus as a safety coordinator is to provide a fair and proactive approach to safety and the needs of workers in the field.
Cole Hardenbrook
Training and Safety Professional
Dedicated training and safety professional with over a decade of experience in the construction industry. Skilled in developing and delivering comprehensive training programs to promote a safe work environment. Possesses a unique background transitioning from fieldwork as an underground utilities laborer to a role in safety management. Certified OSHA Outreach Trainer and BCSP Certified Instructional Trainer.
Eric J. Stappenbeck
Safety Coordinator
Eric Stappenbeck has been a member of the Safety Division at Power & Construction Group for six years. He possesses a bachelor’s degree from Rochester Institute of Technology with over 40 years of experience in utility construction and management. Eric has a wide range of experience progressing through positions as Supervisor,
OSP Engineer, Contracts Manager, and has served as Safety Director and Director of Training and Development with various organizations. Eric’s current focus is to provide a firm, fair and proactive approach to safety and risk management for the benefit of our personnel, the public, company, and customers.
